OpenAI has identified new methods involving AI employed by criminals worldwide in scams and covert operations. This latest insight reveals a complex dynamic where both potential and peril coexist. The report notes various unsettling examples where AI was used against the unsuspecting. In Cambodia, a group constructed a sham dating service to lure Indonesian men into romance scams. Employing both AI and manual efforts to entrap their victims, they demonstrated a blend of human cunning with technological sophistication. Another case saw a Russian-affiliated content farm generating misleading social media content. Leveraging ChatGPT, the operation strategically distributed content across various platforms, maintaining an international façade.

Despite these efforts, AI-generated content was not the main factor in these campaigns’ effectiveness. Key variables such as well-targeted advertisements and already influential social media platforms were observed to have a more significant impact. This observation underlines the multifaceted nature of threat activities, where diverse methods and mediums come into play.

“This underscores the importance of studying the nature of threat actors and the ways in which they behave, as well as the content they generate,” the report said.

OpenAI emphasizes the necessity of understanding the behaviors and methodologies of threat actors. The concern reflected aligns with broader studies, such as the “2025 State of Fraud and Financial Crime in the United States” which addresses how evolving fraud strategies redefine risk paradigms among institutions.

“The user described the operations as using dozens of tactics, ranging from abusive reporting of dissidents’ social media accounts, through mass online posting, to forging documents and impersonating US officials to intimidate critics,” the report said.

Industries are deploying sophisticated behavioral analytics in response to these rising threats.
