A new initiative designed to address AI safety has been introduced at the AI Action Summit in Paris. The Robust Open Online Safety Tools (ROOST) initiative, developed at Columbia University’s Institute of Global Politics, aims to provide scalable and interoperable safety infrastructure for AI technologies. The initiative gathers expertise and funding from major technology firms and philanthropic organizations, striving to create open-source solutions for AI governance. Companies such as OpenAI, Google (NASDAQ:GOOGL), Discord, and Roblox are among its founding partners, highlighting a growing industry-wide effort to promote AI safety.
A similar push for AI safety has been observed in previous discussions, but this initiative takes a more collaborative and open-source approach compared to other models seen before. Previous AI safety measures were largely built on regulatory frameworks, whereas ROOST focuses on open digital tools to address concerns. Unlike Europe’s AI Act, which relies on extensive legal structures, this initiative emphasizes a more flexible system that integrates safety mechanisms directly into AI infrastructure. The contrasting strategies between regulatory-heavy approaches and open-source governance continue to shape how AI safety is addressed globally.
How Will ROOST Strengthen AI Governance?
ROOST is structured to make AI safety tools more widely accessible through open-source methodologies. It will provide free tools to detect harmful content, such as child sexual abuse material (CSAM), and implement large language models (LLMs) for safety applications. Technical teams will work closely with organizations to integrate these tools while maintaining innovation. This model aims to support AI development without imposing restrictions that could slow progress in the field.
What Role Do Industry Leaders Play in This Initiative?
Major technology companies and philanthropic groups are contributing to ROOST’s development. The initiative has received over $27 million in funding for its initial four years, backed by organizations including the Patrick J. McGovern Foundation and Project Liberty Institute. According to Amanda Brock, CEO of OpenUK, open-source tools are essential for AI governance.
“It’s the only plausible route to governance and safety whilst enabling innovation. The UK’s AI Safety Institute led the way — open sourcing its ‘Inspect’ LLM Evaluation Platform back in May — for today’s launch of ROOST at the Summit.”
Dr. Laura Gilbert from OpenUK’s Advisory Board also emphasized the benefits of transparency in AI safety, highlighting that open-source frameworks allow global collaboration on security measures. She noted that ensuring AI development remains accessible promotes trust across different sectors and nations.
“This approach may allow us to maintain the rapid pace of AI advancement whilst helping to ensure appropriate safeguards are in place and well understood.”
At the summit, further discussions centered on whether nations like the US and China would support the initiative’s overarching goals. Brock pointed out that ensuring AI governance does not remain in the hands of only a few large corporations is a key priority.
“For the UK it’s clear we must build domestic capabilities whilst collaborating with international companies to build the infrastructure critical to the UK’s success.”
The AI Action Summit also announced the launch of the ‘Current AI’ Foundation, which will receive an initial investment of €400 million from participating countries. This initiative aims to establish ethical AI standards and promote data-sharing frameworks that support responsible AI development.
The introduction of ROOST reflects a shift towards flexible AI safety measures that prioritize open collaboration over rigid regulatory models.
