This proposed change is expected to impact the economic landscape for banks, merchants, and consumers alike. In contrast, the American Bankers Association has highlighted potential drawbacks, especially for lower- and middle-income consumers.

“Commentors raised concerns about consumer harm that could result from the proposed rule,” noted the ABA.

Beyond federal regulations, state-level actions in places like Illinois also pose implications. Judicial interventions have emerged in response to state laws on card payments, with particular attention to how they might conflict with federal regulations. Furthermore, the Department of Justice’s ongoing lawsuit against Visa highlights broader concerns about monopolistic practices in the debit market.
