This decision comes amid ongoing regulatory scrutiny in the financial sector. Additionally, it emphasizes capital conservation and compliance with laws, alongside submitting written progress reports to the Reserve Bank.

Why Was the FDIC Involved Earlier?

The Federal Deposit Insurance Corporation (FDIC) had issued an enforcement action against Lineage Bank in January, focusing on unsafe banking practices related to its Third-Party Risk Management Program and financial technology (FinTech) partners. Lineage Bank consented to the FDIC’s requirements without admitting or denying these charges. This action preceded the Federal Reserve’s announcement and emphasized the bank’s need for improved governance.

Additionally, the Federal Reserve’s press release mentioned the Synapse Financial Technologies bankruptcy proceedings. Lineage Bank was one of four banks where Synapse opened numerous demand deposit accounts over the past decade for various FinTech platform partners. The Synapse issue involves a significant shortfall in funds, complicating matters for Lineage Bank and its partners. In a court filing, Lineage Bank stated:

“Synapse’s final trial balance reflects millions of missing funds in the Synapse ecosystem. Lineage, the partner banks, and the Trustee presently lack a clear understanding of the exact amount or the origin of this cash shortfall.”

This enforcement underscores the regulatory focus on maintaining robust risk management and compliance frameworks within financial institutions. The interconnectedness between banking operations and FinTech platforms necessitates stringent oversight to mitigate potential risks. Both the Fed and FDIC’s actions highlight ongoing challenges in managing third-party risks and ensuring financial stability.

Effective regulatory oversight is crucial for ensuring the stability and soundness of the financial industry.
